The crafting of 355th AEW Blueprint 2028 was patterned from and aligned to the Philippine Air Force Flight Plan 2028 on nine (9) essential processes which are organization, training, equipment, human resource development, doctrines, bases & support systems, values, budget & finance, and strategic communications & stakeholder support.
Blueprint - is a reproduction of a technical drawing, documenting an architecture or an engineering design, using a contact print process on light-sensitive sheets.
On 17th May 2018, the 355th Aviation Engineer Wing received a radio message instructing the Unit to conduct immediate repair of the PAF Multi-Purpose Gymnasium at Col Jesus Villamor Air Base, Pasay City which would serve as the venue for the celebration of the forthcoming 71st PAF Founding Anniversary.
Initially, the directive only required twelve (12) specific personnel with various skills. However, for better command and control and to ensure the completion of the project in conformance with the degree of workmanship the 355th AEW is known for, the Wing Commander, BGEN JOSELITO F MACLAN AFP appointed 1LT MARCON E VIERNES PAF to head the team.
Forty-one (41) days after the issuance of said directive, the “Dream Team” of 355th AEW was able to achieve, where others failed, by completion of the following numerous tasks such as the: Repair of Trophy Gallery; Consolidated Operations Center and Snack Bar; Improvement of Female Comfort Room; Provisions for Persons with Disability (PWD) Ramp; Repainting of Front Canopy and Lobby; and Installation of Lighting in the Gym, Perimeter and Garden.
All in all, the aforementioned works, accomplished in record time, paved way for the successful conduct of the 71st PAF Founding Anniversary held on said venue last 03 July 2018 with no less than President Rodrigo R. Duterte gracing the occasion as the Guest of Honor of said event.
In the accomplishment of a mission, Unit cohesion and soldier's attitude toward duty are primary requirements that can only be attained by high morale personnel. Series of morale and welfare activities were held to invigorate the personnel of 355th Aviation Engineer Wing in preparation for the upcoming implementation of seven (7) projects, the 51 million “Balik Basa” projects at Basa Air Base.
The Unit held the Quarterly Socials on 29 June 2018 to recognize the newly assigned and promoted personnel, including the birthday celebrators for the 3rd quarter of 2018. It is important to take time to creatively celebrate activities, taking time to reflect on how much has been achieved.
Significantly, to check the state of morale of the Beavers, the Wing Commander, 355th AEW, BGEN JOSELITO F MACLAN AFP, decided to gather all the Enlisted Personnel for a Commander’s Time on 14 July 2018. During the said gathering, he took advantage of the time to ask them regarding any concerns affecting their morale and current work environment that may be detrimental in the performance of Unit’s mandated tasks so as to address them immediately.
On a momentous day, the Unit cease the moment to exemplify unity with our fellowmen in supporting our national boxing hero. The Unit held a live streaming of “Pacquiao versus Matthysse Fight” last 15 July 2018. This also serves as an avenue for our personnel to unwind and be with their families on a historic event of our nation.
Finally, to give importance to the integral contribution of our airmen in mission accomplishment, the Unit deemed it necessary to recognize the newly promoted personnel in a Pinning of Ranks Ceremony last 16 July 2018. Twenty-nine (29) out of the 43 Beavers were present during the ceremony, while 14 personnel were on schooling and deployed in Pag-asa and Marawi.
In 355th AEW, it is equally vital to maintain the morale and welfare as well as the physical well-being of our workforce to capacitate “Team 355th AEW” to work together persistently and consistently in pursuit of a common purpose.
The “Team 355th AEW” increasing role in the Philippine Air Force Integrated Air Operations Concept (IAOC) necessitates manpower upgrade to meet the challenges that lies ahead. Aside from Unit trainings quarterly programmed, the 355th Aviation Engineer Wing added several trainings to enhance its personnel capabilities.
From 24 May – 14 June 2018, the Driving NC II Training was conducted in partnership with Technical Education and Skills Development Administration (TESDA) under Training for Work and Scholarship Program, and in cooperation with Techno Development Center. The Driving NC II training was administered to 25 Enlisted Personnel of the Unit to develop and produce a fleet of capable of light vehicle operation in preparation for becoming a heavy engineering equipment operator. Furthermore, the Unit intends to replenish the depleted number of vehicle operators due to movements of personnel (such as reassignment, abeyances and separation/retirement) and prepare for the anticipated influx of additional heavy engineering equipment in connection with the acquisition of Aviation Engineering Equipment.
On 18 July 2018, the Unit conducted cascading of Philippine Institute of Civil Engineer (PICE) Midyear Convention 2018 related topics on Civil Engineering with the following topics: Vertical Transportation System, Railway Development in Metro Manila, Metro Manila Subway Projects and Innovative Technology for Tunnel Excavation. This is to impart the knowledge gained by our licensed Civil Engineers who were annually supported by the Unit for them to be highly trained and updated on the latest trends on construction.
Recently, the Unit invited lecturers from Air Warfare Center to share their expertise in Doctrine Formulation/Review last 27 July 2018. This is in preparation for the needed revisions and crafting of Unit Doctrines with the anticipated restructuring to cater the aviation engineering competencies such as Engineering Support to Humanitarian Assistance in Disaster Response (HADR) and Combat Engineering.
Overall, this will serve as a stepping stone for 355th AEW to further improve and transform the Unit training development to become more responsive to the needs of PAF and national development.
The Hardworking Men and Women of the 355th Aviation Engineer Wing, the premier Engineering Unit of the Philippine Air Force welcomed COL JOSELITO F MACLAN PAF (MNSA) as its new Wing Commander during the Change of Command Ceremony held at 355th AEW, Basa Air Base, Floridablanca, Pampanga last 20 April 2018. He replaced COLONEL ROLANDO S ACOP AFP who will assume his new post as the new Assistant Deputy Chief of Staff for Intelligence, J-2, AFP.
The occasion was presided by LTGEN GALILEO GERARD R KINTANAR JR AFP, as Presiding Officer, with Dr Ma Marlene M Kintanar as Special Guest.
The event was highlighted by the presentation of award and hand over of Unit Color, which signified that COLONEL ACOP has relinquished his position to COL MACLAN, the former Deputy Wing Commander of the Unit. Immediately after, both the outgoing and incoming Wing Commanders delivered their remarks. LTGEN KINTANAR JR then delivered his inspiring message.
